摘要
新公共管理理论要求高校教学管理应向服务意识为主导转变,使一线教师拥有更多的教学自主权。面对当前高校普遍存在的管理体制障碍,文章建议高校构建以扁平化、柔性化、网络化等为特征的教学管理组织;在道德建设方面加强对教师队伍的思政教育;在监督评价机制方面引进第三方监督与绩效考核措施。新公共管理理论下的高校管理体制改革将通过重构教学管理模式提高高校教学管理水平,促进高校教学管理民主化。
The new public management theory requires that the teaching management in colleges and universities should change to a service-oriented one,so that front-line teachers have more autonomy in teaching.Faced with the common obstacles of management system in colleges and universities,the paper suggests that colleges and universities should build teaching management organizations characterized by delayering,flexibility and networking;strengthen the ideological and political education of teaching staff in moral construction;introduce the third-party supervision and performance appraisal measures in the supervision and evaluation mechanism.The reform of university management system under the new public management theory will improve the level of university teaching management and promote the democratization of university teaching management by reconstructing the teaching management mode.
