摘要 轨道交通是城市群和都市圈可持续发展的重要支撑。近期,国家发改委印发第一个多层次轨道规划——《长江三角洲地区多层次轨道交通规划》,引起广泛关注。为构建适合我国国情的多层次轨道交通规划技术体系,基于我国轨道交通发展现状的系统分析,梳理建立多层次轨道交通体系的必要性和紧迫性。结合国内外实践及国家层面政策要求,分析多层次轨道交通规划的范围、时机和目标,明确多层次轨道交通的功能兼容、出行衔接、服务多元的本质内涵,提出多层次轨道交通规划技术框架体系及功能分工、需求分析、四网融合、枢纽衔接、运营一体等关键技术要点,并结合长三角、粤港澳大湾区、成渝双城经济圈等具体案例进行具体深入探讨。 Rail transit is an important support for the sustainable development of urban agglomerations and metropolitan areas.Recently,the National Development and Reform Commission has issued the first multi-level rail transit plan,The Multi-level Rail Transit Plan for the Yangtze River Delta Region,which has aroused widespread concern.In order to build a multi-level rail transit planning technology system suitable for China’s national conditions,this paper clarifies the necessity and urgency of establishing a multi-level rail transit system based on the systematic analysis of China’s rail transit development status.Combined with the practices at home and abroad and the policy requirements at the national level,this paper analyzes the scope,timing and objectives of multi-level rail transit planning,defines the essential connotations of multi-level rail transit’s function compatibility,travel connection and service diversity,and puts forward the technical framework system of multi-level rail transit planning and its function division,demand analysis,four-network integration,hub connection and integrated services.The key technical points of the integration of operation are discussed in detail in combination with the specific cases of Yangtze River Delta,Guangdong-Hong Kong-Macao Greater Bag Area,Chengdu-Chongqing Economic Circle.
