摘要
日本是经合组织发展援助委员会成员国的传统援助国,同时作为东亚国家在全球教育合作上发挥着独特作用。因日本的对非战略、全球发展合作政策、国内教育发展情况以及可持续发展目标等相关国际潮流和因素,日非教育合作形成了新的发展趋势。本研究根据日本官方文件、国际数据、以往的研究等为研究基础,从日非合作进程、日本全球教育合作战略等多元角度来分析2019年8月第七届东京非洲发展国际会议(TICAD VII)提出的日非教育合作新方针的背景,并展望未来的发展,认为日本会充分考虑和平衡全球教育发展治理、非洲教育发展战略和国内情况调整对非教育合作方式。
Japan is a so-called traditional donor country of the OECD Development Assistance Committee, and it plays a unique role in global education cooperation as an East Asian country. Japan-Africa education cooperation has formed a new trend due to various factors such as Japan’s Africa strategy, international development cooperation policy, domestic education system, and international momentum such as the Sustainable Development Goals(SDGs). This study analyzes the background of the new policy of Japan-Africa education cooperation proposed by the seventh Tokyo International Conference on African Development(TICAD VII) in August 2019 and the outlook after the conference from the perspectives of the Japan-Africa cooperation process and Japan’s global education cooperation strategy based on Japan’s official documents, international data, and previous researches. Japan fully considers and balances global education development governance, Africa’s education development strategy, and its domestic conditions to develop its education cooperation to Africa.
