摘要
自20世纪90年代中后期开始,日本将国际教育援助的重心逐步由高等教育和职业教育转向基础教育。在短短的十几年间,日本基础教育外援通过独有的援助理念和体系,成为了日本在世界扩大教育国际话语权、提高教育国际影响力的施展平台。日本基础教育外援在建构国际话语权方面所呈现的主要特点包括:制定教育外援政策方针,为确立话语权提供依据;积极组织并参与国际会议,为拓展话语权搭建交流平台;采取系列具体援助举措,为稳固话语权兑现承诺。
The center of Japanese international aid for education began to shift from higher education and vocational education to basic education in the late 1990s. During the ten years ,by the particular aid concept and system of the basic education aid ,Japan has got the big success in expanding educational discourse power and improving education international force in the world. The feature of Japanese basic education aid can be included as follows: making policies of elementary education foreign aid which are the basis for the construction of discourse power, organizing and taking part in international conferences which are the platforms for discourse power construction, and taking specific actions to strengthen discourse power of international education as to honor their commitments.
