摘要
近年来,中非在教育和培训领域的合作突飞猛进,合作规模不断扩大,合作方式更加丰富,合作主体逐渐多元,而且愈加贴合非洲现阶段民生发展需求。中非教育和培训合作之所以能够取得显著成效,与中国企业推动就业需求的角色密不可分,也与中国企业为非洲当地供给优质人力的积极作用息息相关。因此,深入研究中国企业通过供给与需求的双向参与对中非教育和培训合作所发挥的作用具有重要意义。本文系统梳理和分析在非中国企业参与中非教育和培训合作的重大议程,即高等教育合作、职业教育合作,以及汉语国际化合作的路径方式。本文认为,中国企业在非经贸活动和雇佣行为推动了非洲本土青年对中国教育和培训的需求,同时对教育和培训合作的直接或间接参与增加了非洲青年获取中国教育和培训的机会。中国企业的参与不仅能从供给和需求两个方面帮助非洲国家改善青年失业困境,更使得中非经贸往来与人文交流实现了有机互动和相互促进。
In recent years,China-Africa cooperation in the field of education and training has witnessed rapid progress with the scale of cooperation expanding,the modes of cooperation enriched,and the subjects of cooperation gradually diversified.In addition,it is increasingly adapting to the needs of the people in Africa.The reason why China-Africa cooperation in education and training has achieved remarkable outcomes is closely related to the role of Chinese enterprises in promoting employment demand.It is also closely related to the positive role of Chinese enterprises in supplying high-quality human resources to Africa.Therefore,it is of great significance to explore the role of the two-way participation of Chinese enterprises in promoting China-Africa education and training cooperation.This paper makes a systematic analysis of the important agenda of Chinese enterprises in Africa participating in China-Africa education and training cooperation,that is,higher education,vocational education and the internationalization of Chinese language.The authors argue that the economic and trade activities and employment behavior of Chinese enterprises in Africa promote the demand of African youth for Chinese education and training,and the direct or indirect participation of enterprises in education and train cooperation further increase the access of African youth to Chinese education and training.The participation of Chinese enterprises can not only help African countries to reduce youth unemployment in terms of supply and demand,but can also enable China-Africa economic and trade ties and cultural and people-to-people exchanges to achieve mutual interaction and promotion.
