摘要
文章结合社会空间辩证法的分析框架,以江西省都昌县D村垃圾整治为案例,分析农村环境治理共同体的形成过程和影响因素。研究发现:有效的空间认知能实现利益相关者向利益共同体转变,通过制度机制规范环境行动可以造就行动共同体,通过价值契合培育公共精神能打造价值共同体;农村环境治理共同体是由利益、行动、价值三种共同体分层次构建的社会空间。农村环境治理共同体形成的内在逻辑为:村民的参与是逻辑起点,以村委会为中心的组织化网络是逻辑依据,专业性志愿性组织是其发展的逻辑支点,权力和资本是空间的实践者设定行动的逻辑基础。治理共同体形成过程充满不同类型空间的彼此互构和转变,技术输入与社会关系结构的变迁推动这种转变,治理共同体空间发展的持续性、稳定性受其构建性质制约。通过发挥农村社区的个性化资源特质,可大力培养环境治理共同体的内生性构建力量。
Garbage pollution is the current focus and problem in China’s rural environmental governance,which is critical to effectively building beautiful villages and revitalizing rural areas.Based on the analyzing frame work of social space dialectics and the case study of garbage governance of D Village in Duchang County, Jiangxi Province, the research on the forming process and influencing factors of the rural environmental governance community has shown that effective spatial cognition can transform stakeholders into a community of interests, standardizing environmental actions through institutional mechanisms can create a community of actions, and fostering a public spirit through value infusion can create a community of value. The rural environmental governance community is a social space constructed by three hierarchical communities of “interest, action, and value”. The internal logic that how the rural environmental governance community is formed is as follows: the logical starting point is the participation of villagers, the logical basis is the organizational network centered on the village committee, the logical supporting point of its development is the professional voluntary organizations, and the logical foundation is the power and capital that enable the practitioners to take actions in space. The formation process of the governance community is full of mutual construction and transformation of different types of space. Technological input and changes in the structure of social relations promote this transformation. The sustainability and stability of the development of the governance community are restricted by its constructional nature. By giving play to the characteristics of individualized resources of rural communities, the endogenous building power of governance communities can be vigorously cultivated.
