摘要
社会资本是体现地方治理发展状况、反映其绩效的重要影响因素。实证研究表明,社会资本的成长状况及其表现形式,与地方经济的发展、地方文化的形成、公民参与愿望的实现呈正相关关系。随着政府分权化改革和公民社会的发展,城市以邻里社区为主体、乡村以自然村落为主体的基层地方自治管理迅速成长起来。在此将地方治理定位于社区,从社区居民相互信任与合作、社区居民参与网络等角度谈实现社区的自治,阐释社区社会资本与社区自治的内在关联,提出社区社会资本的培育与发展途径。
Social capital is important factor in the development and performance of local governance.Empirical stud- ies have shown that the growth of social capital and its manifestations in a positive correlation between local eco- nomic development,local political psychology and culture making and the realization of the citizens to participate in politics.Currently,with the decentralization of government reform and civil society development,China's local self- governance which main body was community has rapidly grown up.
