摘要
社会工作对社会稳定风险防范的介入有两种主体身份:一是作为一项职业能力的专业社会工作能力,二是具备专业社会工作能力的社会组织,社会工作是通过社会组织这个载体发挥作用的。文章以A协会这个草根社会组织介入失独群体社会稳定风险防范为例进行研究,发现社会工作组织介入社会稳定风险防范,实践权的获得是起点,三社联动是核心,"双嵌入"的政社关系是保障,服务对象的参与是见效的基础,网络型专业服务是根本属性。建议政府设立社会稳定风险防范专项,发现和培育具有专业能力的社会工作组织;建设共治共享的社区治理环境,助推"双嵌入"机制成熟;建立利益相关者、政府、媒体构成的三维互动机制,方便社会工作组织精准介入。
As the main body of social stability,social work risks prevention intervention. There are two main body status, one is a professional social work ability for social work, the other is a social organization with professional social work ability.Through the carrier of social organization, social work plays an important role. Based on A association of the grass-roots social prevention group as a case study, the paper finds that social work organization in social stability risk prevention, the starting point is to obtain the practice right, three clubs linkage is the core, "double embedded" relation between politics and society is the guarantee, the participation of service object is the effective foundation, network professional service is the fundamental attributes. The paper suggests that the government establish a special social stability risk prevention, discover and cultivate social work organization with professional ability. It also suggests constructing governance environment with sharing community, boosting "double embedded" mechanism matured. In order to make social work organization involve precision intervention conveniently and accuratly, we should establish a three-dimensional interactive mechanism with stakeholders,government and media constitute.
