摘要
"负责任创新"与"负责任研究与创新"是近年来科技伦理和科技政策领域的热门词汇。既有的学术文献中,往往是二者并提、互通、混用,罕有对这两个词组的明确区分。本文试图分析,此一术语不统一且混用现象,反映的是该领域研究者相互之间理念的分歧。在辨析"研究"与"创新"的关系的基础上,本文对该领域内最有代表性的学者及其主要工作进行梳理,区分出技术设计、中游调节、预期治理、科技评估、公众参与、创新转型这六条脉络。理清不同脉络之间的异同,不仅有助于深入认识这一领域的丰富性和包容性意涵,还有助于国内学者更好地引介、应用甚至参与建构全球"负责任(研究与)创新"的理论话语。
"Responsible innovation" and "Responsible research and innovation" are popular terms in the field of science and technology ethics and science and technology policies in recent years. In the existing academic literature, they are often mentioned, exchanged and mixed, and the two phrases are rarely distinguished. This paper attempts to analyze that the phenomenon of mixed-using reflects the disagreements among the researchers in this field. Based on the analysis of the relationship between "research" and "innovation", most representative scholars and their main works are sort-out from six contexts of technical design, midstream modulation, anticipatory governance, technology assessment, public engagement, transformative innovation. To clarify the similarities and differences among the six contexts can not only contribute to furthering understanding the richness and inclusiveness of this field, but also help domestic scholars to better introduce, apply and even participate in the construction of a global theoretical discourse of "responsible(research and) innovation".
