摘要
本文着重讨论当前对基础学科科研管理体制中仍然面临的一些难题和遗留问题。希望通过建立民主的科技项目管理体制、具有激励创新精神的评审机制等措施,建立以科技创新为导向的评估体系,告别以SCI主宰科技评估的初级阶段。
This paper mainly discusses some difficult and remaining problems in the reform of scientific research regime in the current basic disciplines.Solutions to solve these problems include: establishing a democratic management regime for scientific and technological projects, improving the scientific research project evaluation rule to stimulate the enthusiasm and creativity of scientific and technological personnel, which could lead to farewell to the initial stage of science and technology evaluation dominated by SCI.
