摘要
结合我院信息系统采购的实践经验,总结、提炼医院信息系统采购的特点及采购流程。医院信息系统采购在需求、报价、与其他产品的关联性、验收标准及后续增值服务等方面具有特殊性,使用部门和采购部门应在需求调研、参数编写、合同签订、项目实施、验收与付款这五个节点有针对性地开展工作。其中采购项目的全程监控和对报价合理性的判断是难点,使用部门应在采购过程中发挥关键作用。
Combined with the practical experience of hospital information system procurement,the characteristics and procurement process of hospital information system procurement were summarized and refined in this paper.Hospital information system procurement was special in some aspects,such as demand,quotation,relevance to other products,acceptance standards and subsequent value-added services.Therefore,the use department and the purchasing department should carry out targeted work in the five nodes of demand survey,parameter compilation,contract signing,project implementation,acceptance and payment.It is difficult to monitor the whole process of purchasing project and judge the rationality of quotation.The user department should play a key role in the procurement process.
