摘要
目的依法合理维护医院利益,保障医院信息化的快速发展。方法在采购前合理规划;招标时选择适当的招标方式、条款;在合同谈判时进行技术方案验证,避免合同陷阱;施工时严格把关,积极协调;验收时注重使用部门意见;全程建立合同保管、保密制度,进行合同风险控制管理。结果在采购环节加强管理,可以有效控制信息系统建设成本,减少建设风险。结论信息系统是技术与管理的产物,单纯依靠技术难以建设好信息系统。在采购环节加强管理可以有效保障信息系统建设,维护医院的合法利益。
Objective To safeguard the hospital interests legally and legitimately, to ensure the rapid growth of hospital information. Method Rational planning before purchase; appropriate terms of tender selected on bidding; In contract negotiations, the technical program verification to avoid contract trap; construction of strictly positive coordinate; Acceptance by focusing on using the Department＇s views; full build the contract storage and security system, and run risk control. Result By strengthening management in the procurement chain, information system can effectively control costs and reduce construction risks. Conclusion Information system is the product of technology and management, relying solely on technology is difficult to build information systems. Strengthen management in the procurement chain can effectively protect the information system and safeguard the hospital interests.
