摘要
受关于"战略透支"学术讨论的引致,本文关注中国"西进"印度洋总体上有无"战略透支"之嫌,是否存在战略激进或冒进。通过分析印度洋及其沿岸地区与当代中国的战略关联、中国"西进"印度洋的政策依托和战略指引,战略布局以及战略价值,得出的基本结论是:中国"西进"印度洋,绝非"战略透支",而堪称"战略生长"。"西进"印度洋构成中国具有重大战略意义的地缘战略"再平衡"和海洋战略"生长点",构成对外开放的"新布局",构成当代中国传播"和谐世界"理念及体现"负责任"大国作为的"试验田"。作为中国和平崛起的"谋势举措"和"博弈先手",其将为"中国梦"的实现提供助力。
Inthe rising process of contemporary china,on account of external pressure and internal drive,China could not ignore the India Ocean and contemplate its own development and future destiny simply from the perspective of East Asia or the Pacific.The Indian Ocean has already become an essential part in China’s strategic design."Westward"Strategy in the Indian Ocean has a unique and great strategic significance to China,constituting the"rebalancing"of China’s geopolitical strategy,the growing point of China’s ocean strategy,as well as the exploration of peaceful way of China’s rise.In short,China’s Westward policy assumes its necessity,possibility,validity,legitimacy,and strategic opportunities.
