摘要
日益崛起的中国为何以及如何在印度洋存在不仅是中国自身的一个新兴战略关切,也不可避免地为国际社会所瞩目。国际社会对于中国在印度洋的存在已有视角各异的许多解读。基于不当逻辑、错误立场和复杂心理,国外研究者很容易对中国"西进"印度洋形成乃至故意渲染相关"错误知觉"。但中国"西进"印度洋并不是基于"国强必霸"陈旧逻辑的权力投射和地缘扩张,所谓"珍珠链"战略也并非中国的印度洋战略,不可将"马歇尔计划"与中国的"一带一路"倡议相提并论,也不应将中印关系锁定在"安全困境"的悲观预期中。中国经略印度洋有其必要性和正当性,不乏区域贡献和国际意义。
The questions of why and how a rising China has a presence in the Indian Ocean represent new strategic questions for China, and inevitably also attract the attention of the International Community. There are already many different perspectives within the International Community relevant to China 's presence in the Indian Ocean. On the basis of faulty logic,incorrect positions,or complex sentiment,it is easy for foreign researchers to adopt views rooted in misperceptions,or to even purposely manufacture such misperceptions when it comes to China's Westward Approach to the Indian Ocean. China's Westward Approach to the Indian Ocean is not based on the antiquated logic of the projection of power and expansion of geo- political interests that is embedded in theories of Great Power hegemony. At the same time,the so- called 'string of pearls' strategy does not represent China's real strategy towards the Indian Ocean. There is no similarly whatsoever between the Marshall Plan and China's Belt and Road Initiative,and just the same,it is inappropriate to characterize relations between China and India as a 'Prisoner's Dilemma',destined to result in a pessimistic outcome. China's economic strategy in the Indian Ocean is both appropriate and necessary,and stands to make a wide range of contributions at both the regional and international levels.
