摘要
由于食品安全环节的多样性、食品经营者的多元性和行政监管的有限性,必须在供应链管理视角下对食品安全协同治理。当前在食品安全协同治理方面,主要存在的食品经营者组织形式过于分散、不同环节的食品经营者之间缺乏必要的合作和协调、食品安全管理整体水平较低等问题。因此,由于《食品安全法》相关规定过于抽象,有必要通过鼓励供应链一体化的食品经营者组织的构建、发挥核心食品企业的协同治理作用,以及进行强制性食品安全质量可追溯体系的认证等策略,有效提高食品供应链管理下的食品安全协同治理能力。
Because of the diversity of food safety,the diversity of food managers and the limitation of administrative supervision,it is necessary to coordinate the management of food safety from the perspective of supply chain management.In the current food safety cooperative governance,there are a series problems,such as the form of existing food operators’organization is too scattered,lack the necessary cooperation and coordination among different food operators in different sectors,the overall level of food safety management is low.Therefor,it is necessity to construct the food operators’organization with the integration of food supply chain,encourage collaborative governance role of the core food enterprises,and certificate mandatory the food safety and quality traceability system,so that to improve effectively the food safety collaborative governance ability under the food supply chain management.
