摘要
由于缺乏本土理论框架和基于中国的实证证据,现有研究无法深刻揭示中国食品安全协同治理过程中各主体间的相互关系。本文利用质性研究,以"故事线"(Story line)方式构建了关键利益相关者模型,并给出了一个各方共同参与的食品安全协同治理理论框架。此外,本文还通过实证分析,提供了来自不同部门、食品安全治理实践者的经验数据和解释,讨论了食品安全领域改革的难点和路径。发现:(1)政府亟须改变固有监管思路和工作方式,尽早形成系统化的协同治理战略并落实配套法规、标准和规则;(2)增进教育、沟通和信息共享,建立战略性协调框架,对于食品安全协同治理体系有效运行至关重要。
Due to the lack of local theoretical framework and empirical evidence based on China,it is difficult to deeply reveal the interrelationship among the various stakeholders in the process of food safety collaborative governance.According to the qualitative study,the story line is used to build the key stakeholders participation model,and theoretical framework of food safety collaborative governance is constructed.In addition,through empirical data,we provide explanations from different sectors’food safety governance practitioners,and discuss the difficulties and paths of food safety governance reform.We found that:(1)the government need to change the inherent regulatory thinking and working methods,form a systematic collaborative governance strategy and implement supporting regulations,standards and rules as soon as possible;(2)educating,communicating and information sharing,and establishing a strategic coordination framework are essential for the effective operation of the food safety collaborative governance system.
