摘要
高职院校双循环治理具有整体性与系统性、协同性与异质性、互补性与趋同性、层次性与多样性等基本特征,当前面临内部循环治理体系不完善、外部循环治理体系不成熟、内外部循环治理体系缺乏有效衔接等现实困境。在高职院校双循环治理的改革进程中,高职院校应以学校为主体,以制度建设为核心,以促进要素整合为途径,完善内部循环治理体系;以政校行企为主体,以利益共享为纽带,推进要素互动,构建外部循环治理体系;通过主体协作、要素融合、关系协调,实现内外部循环治理体系有效衔接。
The dual circulation governance of higher vocational colleges has the basic characteris-tics of integrity and systematicness,synergy and heterogeneity,complementarity and convergence,hi-erarchy and diversity,and so on,which is faced with real dilemmas presently,such as imperfect internal circulation governance system,immature external circulation governance system,and lack of effective connection between internal and external circulation governance systems.In the reform process of dual circulation governance,the higher vocational college must take college as the main body,institutional construction as the core,and promote the integration of factors as the way to improve the internal cir-culation governance system;take the government,college,industry association,enterprises as the main body,benefit sharing as the link,and promote the interaction of factors to build the external circulation governance system;and realize the effective connection of internal and external circulation governance systems through subject cooperation,element integration and relationship coordination.
