摘要
我国高职院校目前存在内部治理体系不完善,外部力量协同联动办学的作用没有充分发挥,内外部缺乏有效衔接、没有形成合力等现实困境。高职院校治理的“陀螺模式”具有整体性与系统性、协同性与异质性、互补性与趋同性、层次性与多样性等基本特征,在高职院校内部治理的改革进程中,院校应以深化管理体制机制改革为路径,创新探索形成“党的领导为轴、协同治理为身、五方联动为面、内生驱动为力”的陀螺式内部治理模式,加快内部治理体系与治理能力现代化,实现高速运转中的快速发展。
At present,there are practical difficulties in vocational colleges in China,for example,the internal governance system is imperfect,the role of running school with external forces collaboratively is not fully played,the connection of internal and external is not effective,and the cooperative effect is not formed well.The spin top-mode of vocational college governance has the basic characteristics of integrity and systematization,synergy and heterogeneity,complementarity and convergence,hierarchy and diversity.In the process of internal governance reform of vocational colleges,the colleges should take deepening the reformation of management system and mechanism as the path and explore innovatively and form the spin top-mode internal management system of the leadership of the party as the axis,coordinate governance as body,five aspects of linkage as surface,endogenous drive as dynamic,which will speed up the modernization of internal management system and management capacity,and achieve the rapid development in high-speed operation.
