摘要
认识论探寻依据何种原因,研究者可以相信所获得的知识是真正的知识,这是方法论的前提与基础。公共行政学的独特性要求行政学说史的梳理者必须挖掘单个理论之下更具哲学意味的发展脉络,从而理解理论与理论间的相互影响与发展,而认识论正是这样一个突破口。梳理实证主义、解释主义、批判理论和后现代四种不同的公共行政学认识论实质,有助于我们更好地理解公共行政学说理论发展的特有路径;同时,认识论作为对于公共行政学知识本源的探讨,通过分析每个公共行政学认识论植根于何种行政实践,以及探讨何种行政实践需求对应产生了怎样的公共行政学知识,也可以帮助公共行政研究者与实践者更全面地理解真实的行政世界与抽象的行政知识之间关系。
As the basis and precondition of methodology, epistemology explores the rationales for identifying the reality of knowledge. To some extent, public administration lacks a consistent framework for its basic concepts and theoretical approaches. In order to understand the interaction and influence among diverse public administration theories, researchers should delve into the underlying epistemology of the theoretical evolution in terms of different schools of thought, such as positivism, interpretivism, critical theory and postmodernism. This academic exploration might comprehensively clarify the relationship between the abstract public administration theories and everyday administrative practice, as well as reconstruct the understanding of the origin of public administration knowledge. By and large, diverse administrative goals are rooted in everyday public administration practice.
