摘要
在美国历史上,进步时代既是一个塑造行政国家的转型期,又是一个现代公共行政学的孕育期,通过回溯进步时代的政府改革运动,公共行政学可以从中不断地汲取思想资源。基于性别视角的考察表明,美国进步时代存在着通常为人所忽视的一面,即由女性发起的政府与社会改革运动。与男性改革者关注的程序化、效率不同,女性改革者更为突出的是一种"关怀"的理念,其所倡导的是构建关怀型政府或者"关怀的公共行政"。这有助于我们重新理解美国进步时代的改革和公共行政的本质、功能及其价值定位,对于当代中国的公共治理实践,同样有着重要的启示。
In the history of America, the Progressive Era was a special period, because it not only marks the formation of an administrative state, but also was known as an incubation period of modem public administration. By reviewing the government reform during this period, public administration can constantly absorb thought resources from it. Our study ex- amines the neglected side of the period from the gender perspective ： government and social reform movements launched by women. Unlike men＇s concern for procedures and efficiency, women reformers focused on the concept of ＂earing＂ because they advocated the building of a caring type of government or ＂public administration for caring＂. This can help us in the re- consideration of the essence, function and values of reform and public administration during the Progressive Era, and offers inspiration for public governance in today＇s China.
