摘要
初步构建高质量的特殊教育体系是“十四五”期间我国特殊教育发展的总体目标。作为融合教育的重要构成部分,学前融合教育的高质量发展关乎每一个儿童尤其是特殊儿童的可持续发展,是推进特殊教育质量提升不可或缺的重要环节。高质量的学前融合教育涵盖了完备的政策法律支撑、有意义的保教实践、实用的支持体系、有尊严的包容环境四个方面。确定积极且明确的政策导向、构建完备而灵活的支持体系、建设德才兼备的学前融合团队、形成乐观积极的社会接纳氛围是建设高质量学前融合教育的实现路径。
The overall goal of China’s special education development during the 14th Five Year Plan period is to initially build a high-quality special education system.As an important component of inclusive education,the high-quality construction of preschool inclusive education is related to every child,especially the sustainable development of special children,and is an indispensable part of promoting the quality of special education.High-quality preschool inclusive education covers four aspects of complete policy and legal support,meaningful education practice,a practical support system,and a dignified inclusive environment.The realization path of realizing high-quality preschool inclusive education is to have positive and clear policy guidance,construct a complete and flexible support system,build a preschool inclusive team with both moral integrity and ability,and form an optimistic and positive social acceptance atmosphere.
