摘要
为探索“双减”政策的弹性特征,选取27个省、市、自治区的“双减”政策文本为分析对象,运用NVivo11plus软件进行编码分析,研究发现:政策具有较大的弹性,表现为鼓励学校创新课后服务模式,并留出了探索作业育人机制的弹性空间;政策的刚性体现为借助量化逻辑,以刚性手段管控压力源。就利益相关者而言,体现为政府以多元共治为基石,形成多部门协同治理格局;学校以质量和公平为宗旨,强化学校教育主阵地的地位;社会方面是以全社会共育为愿景,削弱对培训机构的盲目依赖;家庭方面则是以协商性行动为主,具有高弹性的政策执行空间。在此基础上,提出“双减”政策的治理路径,一是针对培训机构的政策,要弹性刚性并存,因时因势渐进调适;二是针对课后服务的政策,要减少乡村地区的政策模糊度,填补政策真空地带;三是省级政策要尽可能多地给出模糊性的政策工具。
To explore the elastic characteristics of "Double Reduction" policy, selecting the text of the "double reduction" policy of 27 provinces,the study cities and autonomous regions as the analysis object, using NVivo11-plus software coding analysis, then found: policy has great flexibility, innovation performance to encourage school after-school service mode, and set aside the exploration work education mechanism of elastic space;The rigidity of policy is reflected in controlling pressure sources by rigid means with the help of quantitative logic. As far as stakeholders are concerned, the government takes pluralistic co-governance as the cornerstone and forms a multidepartment collaborative governance pattern. With the aim of quality and fairness, the school strengthens its position as the main front of education.In the social aspect, the vision of co-education of the whole society is to weaken the blind dependence on training institutions. On the other hand, the family has a high flexibility for policy implementation, which is based on consultative actions. On this basis, the governance path of "double reduction" policy is proposed. First, the policy for training institutions should be flexible and rigid at the same time, and gradually adapt to the situation. Second, the after-school service policy should reduce the policy ambiguity in rural areas and fill the policy vacuum;Third, provincial policies should give fuzzy policy tools as much as possible.
