元治理视域下“双减”政策落地的现实问题与治理路径

Practical Problems and Governance Path of “Double Reduction” Policy from the Perspective of Meta-governance

摘要 元治理即治理的治理,强调在多元治理下,政府采用引导、制定框架等柔性的政策和手段,带领各参与主体进行治理活动,发挥政府的中轴和引导作用。以元治理为分析框架,研究发现政府在推进“双减”政策落地中存在着对校外培训机构和家长群体引导不足、课后服务配套保障政策不健全、学生作业负担减负标准不明确以及建立和完善“家—校—社会”协同育人机制存在不足等问题。为此,应强化政府的责任,转换治理理念和治理思维;在政策提供上完善校内课业减负标准和课后服务配套政策;在制度保障上不断深入完善教育评价制度和招生制度;建立和完善“家—校—社会”协同育人机制,引导各方观念转变并协调统筹各方力量。 Meta-governance means governance of governance,which emphasizes that under pluralistic governance,the central axis and guiding role of the government should be defined,and flexible means such as guidance,framework,flexible policies and systems should be adopted to lead all participating subjects in governance activities.Taking meta-governance as the analysis framework,we can find that there are some problems in the implementation of the“double reduction”policy,such as insufficient guidance to off-campus training institutions and parents,imperfect supporting policies for after-school services,unclear standards for reducing the burden of school work,and shortcomings in establishing and perfecting the“home-school-society”collaborative education mechanism.We should strengthen the responsibility of the government and change the idea of governace and governace thinking in the top-level concept.In terms of policy provision,we should improve the standard of school work burden reduction and the supporting policies of after-school services.We should continuously improve the educational evaluation system and enrollment system in terms of system provision.Finally,we should promote the establishment and improvement of the cooperative education mechanism of“home-school-society”,guiding all parties to change their ideas and coordinate all forces.
