摘要
“双减”政策是建设高质量义务教育体系、构建良好义务教育生态的重要措施。研究基于《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》的政策文本,运用内容分析法,在政策工具和政策内容的二维框架下对义务教育“双减”政策进行分析。研究发现,义务教育“双减”政策工具在使用过程中存在政策工具的过度使用与使用不足并存、校内减负和校外减负政策工具结构差异明显、政策工具的使用频次与政策内容重要性不匹配等问题。据此提出突出均衡协同,创新政策工具使用机制;实现精准匹配,提升政策执行效力;强调价值导向,丰富减负政策内容要素等建议,以为义务教育“双减”政策后续优化提供参考借鉴。
The“double reduction”policy is an important measure to build a high-quality compulsory education system and a good compulsory education ecology.Based on the text of“Opinions on Further Reducing Students’Homework Burden and After-School Training Burden in the Stage of Compulsory Education”,the research uses the content analysis method to analyze the“double reduction”policy of compulsory education under the two-dimensional framework of policy tools and policy content.The study found that in the process of using the“double reduction”policy tools in compulsory education,there are some problems,such as the coexistence of overuse and underuse of policy tools,the obvious difference in the structure of policy tools for reducing burden inside and outside schools,and the mismatch between the frequency of use of policy tools and the importance of policy content.Accordingly,it is proposed to highlight balance and coordination and innovate the use mechanism of policy tools;achieve accurate matching and improve the effectiveness of policy implementation;emphasize value orientation and enrich the content elements of the burden reduction policy,to provide reference for the follow-up optimization of the“double reduction”policy of compulsory education.
