政策工具视角下职业教育服务乡村振兴的地方政策文本研究 被引量:2

摘要 在“政策工具·功能定位”二维框架下,运用NVivo 11.0 Plus对地方乡村振兴促进条例的政策文本进行内容分析。研究发现:需求型政策工具使用偏低,且政策工具内部运用失调;职业教育的功能定位过于偏向经济发展;乡村治理、文化存续与政策工具存在结构错位。基于此,提出了针对性的政策优化建议,分别是强化需求型政策工具的使用,优化内部分布;破除单一性局限,关注乡村治理与文化存续的功能定位;消弭政策与功能的结构错位,实现要素和内容耦合。 Under the two-dimensional framework of “policy tools and functional positioning”, NVivo 11.0 Plus is used to analyze the content of the policy document text of the local rural revitalization promotion regulations. The research finds that the demand-based policy tools are less used, and the internal use of policy tools is out of balance. The function positioning of vocational education favored economic development. There are structural dislocations among rural governance, culture survival and preservation and policy instruments. Based on this, the author puts forward targeted optimization suggestions on policy, which are strengthening of the use of demand-based policy tools and optimization of internal distribution, breaking the limitation of simplicity and pay attention to the function positioning of rural governance and culture survival and preservation, eliminating the structural dislocation between policies and functions, and achieving the coupling of elements and contents.
