摘要
目的:通过政策文本计量分析研究公立医院薪酬政策的演变规律和特点,为进一步完善公立医院薪酬制度提供科学依据和政策建议。方法:运用社会网络分析研究政策发布部门间合作关系,运用词频分析和共词分析方法对1985-2021年公立医院薪酬政策文本进行量化研究。结果:1985-2021年公立医院薪酬政策改革可分为3个阶段,政策文件增量加快、部门间合作中心不断迁移;政策主题演进兼具继承性和创新性;政策制定过程中权力重心不断下移;薪酬内涵不断丰富。结论:公立医院薪酬制度设计需更加科学精细,应重视非经济性薪酬,构建全面薪酬体系,并注重统筹效率和公平,进一步建立和完善科学合理的薪酬制度。
Objective:Through the quantitative analysis of policy,summarize the evolution rules and characteristics of the reform,so as to provide scientific basis and policy suggestions for further improving the compensation system of public hospitals.Methods:Use social network analysis to research policy release inter-departmental cooperation.Keyword frequency analysis and co-word analysis were used to quantitatively study the physician compensation text of public hospitals in China from 1985 to 2021.Results:From 1985 to 2021,the compensation system reform of public hospitals in China can be divided into three stages.The increment of policy documents is accelerated and interdepartmental cooperation centers continue to migrate.The evolution of policy themes is both inheritance and innovation.The center of power continues to shift in the process of policy development.And the content of compensation continues enrichment.Conclusion:The compensation system design of public hospitals needs to be more scientific and refined.We should attach importance to noneconomic compensation to build a comprehensive compensation system,and pay attention to overall efficiency and fairness to further establish and improve a scientific and reasonable compensation system.
