摘要
政策是贯彻国家社会经济发展战略的重要工具手段。本研究运用统计和质性研究方法,对2009-2019年中央及各部委发布的乡村旅游相关政策进行分析并发现:乡村旅游政策数量的快速增长与国家重大战略及经济社会发展"五年规划"的出台相关;乡村旅游政策的发文主体层级高、多部门联合发文比例高;乡村旅游政策的主要类型为环境型和供给型。随着国家战略的实施,乡村旅游政策热点相应变化:产业角色从局部发展提升到战略统筹,产品开发从资源导向转向市场导向,设施建设从基础设施转向服务设施,要素配置从行政主导转向社会支撑,产业组织从个体扶持转向多元培育。展望"十四五"乡村旅游政策供给,应以乡村振兴为总目标,政策目标应从单一产业发展转向与乡村振兴战略全面衔接,政策内容应从产业要素配置扩展到社会文化生态环境建设,政策工具应从环境型为主转向环境型与需求型相结合为主。
Policy is an important tool to implement the national social and economic development strategy.This study selects the rural tourism-related policies issued by the central government and various ministries from 2009 to 2019 and uses the methods of statistical analysis and qualitative analysis.It finds that the rapid growth of rural tourism policies is related to the issuance of national major strategies and the five-year economic and social plan.The level of the main body of rural tourism policies is high,and the policies issued jointly by multiple departments account for a high proportion.The main types of rural tourism policies are environment-oriented and supply-oriented.With the implementation of the national strategy,hot topics of rural tourism policies have changed accordingly.The role of industry has been upgraded from local development to strategic planning,product development has been changed from resource-oriented to market-oriented,infrastructure construction has been changed to service facilities,factors allocation has been changed from administrative guidance to social support,and industrial organization has been changed from individual support to diversified cultivation.Looking forward to the supply of rural tourism policies during the 14 th Five-year Plan period,we should take rural revitalization as the overall goal.The policy goal should shift from the single-industry development to full integration with rural revitalization strategy,the policy content should expand from the allocation of industrial elements to the construction of social,cultural and ecological environment,and the policy tools should change from the environment-oriented to the combination of environment-oriented and demand-oriented.
