摘要
“双减”政策致力于彰显义务教育阶段学校的公平、责任、服务三维属性,以使这项公共产品愈更趋近存有的整全意义。但所旨向变革并未达至理想境况,暗含着“统管化”改制隐式、昭示着“无限性”责任需索、停留于“单向度”服务格局,不仅无益于变革目标实然缔现,反是窒碍着学校效能提升,继而围绕变革所涉问题调配多方主体与要素,以期捍卫学校的自主运作、厘革学校的责任态势、构建整全的服务格局,为“双减”政策所勾勒情势保驾护航。
"Double Reduction" policy is committed to re-emphasizing the three-dimensional attributes of fairness,service and responsibility in compulsory education schools,so that this public product can effectively serve the public.However,the intended change has not reached the ideal situation,implying that the "authoritarian" reform is implicit,staying in a "one-dimensional" service pattern,and expressing "infinite" responsibility demands,which is not only unhelpful to public services.The conclusion is,on the contrary,hindering the improvement of the school’s efficiency,and then deploying various subjects and elements around the problems involved in the reform,in order to safeguard the independent operation of the school,to build a comprehensive service pattern,and to reform the school’s responsibility posture,in order to "double Reduction." The situation outlined by the policy is escorted.
