摘要
新兴技术赋能环境治理成为未来应对环境问题的趋势。环境公民科学作为技术赋能环境治理的途径之一,指公众以新兴技术为载体广泛参与环境治理。美国环境公民科学制度较为成熟,通过在线平台和专门立法保障环境公民科学项目实施,实现了环境公众参与理念与技术赋能环境治理实践的协调。以此为鉴,为提高我国未来技术赋能环境治理效能,应提高技术赋能的参与度,拓宽参与路径;意识到技术赋能的局限性,防范技术赋能引发的风险;完善技术赋能法律制度,借助法律武器为技术赋能环境治理保驾护航。
Emerging technology to empower environmental governance has become the trend to deal with environmental problems in the future.As one of the ways of environmental governance empowered by technology,environmental citizen science refers to the extensive participation of the public in environmental governance with emerging technologies as the carrier.The scientific system of environmental citizens in the United States is more mature,which ensures the implementation of environmental citizen science projects through online platforms and special legislation,and realizes the coordination between the concept of environmental public participation and the practice of environmental governance.In order to improve the environmental governance efficiency of technological empowerment in China in the future,first of all,we should increase the degree of participation in technological empowerment and broaden the participation path;secondly,we should be aware of the limitations of technological empowerment and prevent the risks caused by technological empowerment;finally,it is necessary to improve the legal system of technological empowerment and protect the environmental governance with the help of legal weapons.
