摘要
在阐释转基因技术风险治理的"宏观-中观-微观"内容层次和"启动-联动-制动"生成逻辑的基础上,以欧盟和美国为例,剖析了科学理性、社会理性、生态理性认知框架引发的治理情境理解、制度逻辑和工具选择的差异,以此凝练出基于"理性-制度-行动"的转基因技术风险治理理论图谱,并认为理性框架是科学不确定性下风险认知的简化机制,其本质是风险"知识-利益-价值"的分配,而转基因风险沟通的关键在于整合理性的集体认知。
Based on the theoretical review,literature review and interpretation of the content level of"macro-meso-micro"and the generation logic of"start-linkage-brake",this study takes the EU and the US as examples to analyze the understanding of governance situation,the relationship between institutional framework and action framework caused by different cognitive frameworks of scientific rationality,social rationality and ecological rationality,so as to condense the theoretical atlas of risk governance of GM technology based on the framework of"rationality-institution-action".The rational cognitive framework is the"simplified mechanism"of risk governance under scientific uncertainty,its essence is the distribution of"knowledge-benefit-value",and the key of risk communication is integrating cognition of rationality.
