摘要
基于试点项目政策创新模型,结合陕西高陵试点实践分析了试点项目对相关政策的创新效应与作用路径。分析发现:试点项目为应对农村土地三项制度改革面临的资金、政府能力、制度背景、农民群众意愿等挑战提供了可行方案,并在扩大规模过程中产生政策创新效应,从4个方面促进政策创新。建议:未来更加关注是否可能建立一种可量化的规模扩展模型等问题,对土地三项制度改革试点政策创新的过程及创新动力进行更加深入的探索。
Based on the policy innovation model of the pilot project,combined with the practice of Gaoling,Shaanxi in the essay analyzed the innovation effect and action path of the project on related policies,drawing the following findings:The pilot project provided feasible solut-ions to the challenges faced by the reform of the three reforms on rural land system,including its funding,the capability of the government,the institutional background,and the demands of peasant masses.Moreover,along with its expanding scale,the project produces a specific effect,which promoted policy innovation from four aspects.It was recommended to pay more attention to some issues including the possibility to estab-lish a quantifiable model on scale expansion.At the same time,it was also of great significance to conduct more in-depth exploration of the process and the driving force of policy innovation in the pilot project of the three reforms on rural land system.
