摘要
【目的】探明贵州省湄潭县鱼泉街道、天城镇、兴隆镇、石莲镇和复兴镇5个镇(街)农村宅基地闲置的影响因素,为湄潭县农户合理利用宅基地和对当地完善宅基地政策提供理论依据。【方法】运用SPSS 26.0,通过二元probit模型分析湄潭县265份样本农户的家庭特征、宅基地特征、经济特征、地理环境、宅基地管理和人文因素等对农村闲置宅基地在盘活利用过程的影响。【结果】年龄、外出务工、宅基地数量、闲置时间、居住条件、交通条件、城镇定居、乡镇企业务工与宅基地闲置有显著正相关关系,宅基地面积、家庭收入来源、盘活预期收入、是否靠近资源开发区、政策了解度、对宅基地的情感与宅基地闲置有显著负相关关系。【结论】需要进一步围绕家庭特征、宅基地特征、经济特征、地理环境、宅基地管理办法等因素剖析宅基地形成闲置成因,并强化顶层设计,完善补偿模式,发展乡村企业促进人口回流,鼓励村民自主经营,采取多种方式盘活,实现城乡融合发展。
【Objective】The factors influencing rural homestead idleness in five towns(street)of Yuquan Street,Tiancheng Town,Xinglong Town,Shilian Town and Fuxing Town in Meitan County of Guizhou Province is discussed to provide the theoretical basis for the rational use of homestead and the improvement of homestead policy in Meitan County.【Method】By using SPSS 26.0,the effects of household characteristics,homestead characteristics,economic characteristics,geographical environment,homestead management and human factors on the revitalization and utilization process of rural homestead idleness from 265 sample peasant households in Meitan County are analyzed through the binary probit model.【Result】The age,migrant working,homestead number,idle time,living condition,traffic condition,urban settlement and working for township enterprises are significantly and positively correlated with homestead idleness.The area of homestead,the source of household income,the expected income,the proximity to the resource development district,the degree of policy understanding and the emotion to homestead are significantly and negatively correlated with homestead idleness.【Conclusion】It should further analyze the causes of idle homestead from factors of family characteristics,homestead characteristics,economic characteristics,geographical environment and homestead management methods,and the suggestions for revitalizing and utilizing homestead are put forward from aspects of strengthening top-level design,perfecting the compensation patterns,developing township enterprise to promote human backflow,encouraging villagers to run their own business,thereby achieving the integrated development of urban and rural areas.
