摘要
新世纪20年是新中国语言文字事业的第三个黄金期。这一时期的工作主题是构建和谐语言生活,提升国家语言能力。主要工作成就可概括为8个方面:(1)制定《国家通用语言文字法》,大力推广普通话;(2)颁布《国家通用规范汉字表》,不断完善语言文字规范标准体系;(3)开展语言文字国情调查,启动语言保护工程;(4)传承中华经典;(5)语言扶贫;(6)加强语言科学研究;(7)努力做好港澳台语言工作;(8)语言助力人类命运共同体构建。这些工作体现了语言规划学的若干理念,如具有语言资源意识,尊重语言多样性;具有语言生活意识,形成以国家通用语言为主导的和谐多语生活,科学处理语言关系;具有信息化意识,以互联网和语言信息技术的发展为主线;用“大语言观”的视野,全方位做好语言文字工作等。
With the building of a harmonious language life and improvement of the national language capacities as its theme,the first two decades of the new century has been the third golden age of language affairs of the People’s Republic of China.The main achievements of this period can be summed up in eight aspects:(1)Establishment of The State Law of Standard Language and Writing and great promotion of Mandarin;(2)Enactment of the General and Standard Chinese Characters and constant improvement of language norms and standards system;(3)Investigation of national language situations and implementation of the Project for the Protection of Language Resources of China;(4)Inheritance of Chinese Classics;(5)Implementation of language poverty alleviation policy;(6)More concern and improvement on Chinese language research;(7)Great dedication to the language matters of HongKong,Macao and Taiwan;(8)Construction of a community with a shared future for mankind.These works embody some ideas of language planning:we should have an awareness of language-as-resources and respect language diversity;We should have an awareness of language life,forming a harmonious multilingual language life dominated by national lingual franca,and handle the language relations more scientifically;We need to cultivate an awareness of informational technology,and focus on the development of the Internet and language information technology;We need to promote the comprehensive improvement of language affairs in the perspective of large language ideology.
