摘要
近年来,英国在大学外部评价方面先后建立了"科研卓越框架""、教学卓越框架"以及"知识交换框架",以此形成了全方位评价大学的"卓越框架体系"。这一体系的基本特征包括政府机构与利益相关者反复磨合、定量技术与定性方法紧密结合、评价整体性与对象多样性相互融合以及简化大学事务与优化评价实施有效统合;同时其未来趋势表现为从政府主导评价走向多方利益平衡、从看重经济贡献走向考察社会影响、从强调促进竞争走向凸显质量提升、从各自独立发展走向协同配合演化。英国的相关探索可为我国完善大学外部评价提供借鉴。
recent years,the"Research Excellence Framework","Teaching Excellence Framework"and"Knowledge Exchange Framework"were established one by one in the UK.These frameworks has formed a excellence framework system for assessing British universities comprehensively which show some characteristics,including communicating repeatedly between the government and stakeholders,combining quantitatively technology closely with the qualitative method,mixing uniformity of evaluation and diversity of objects together,and balancing the simplification of the university affairs and the scientificity of assessment implementation effectively.At the same time,the framework system will develop from government-led evaluation to multi-benefit balance,from emphasizing economic contribution to examining social impact,from emphasizing promoting competition to highlighting quality improvement,and from independent development to collaborative evolution.The British exploration can give us inspiration on perfecting university external assessment.
