本科教学审核评估视域下大学教学与科研矛盾的再平衡 被引量:9

Rebalance of Contradictions between Teaching and Scientific Research from the Perspective of Undergraduate Teaching Audit Assessment

摘要 高校为了提升排位,从绩效考核顶层设计上制定了学校快速发展的路径。通过分析大学评价体系,寻找能快速提升学校排名的指标入手,集中学校的资源优势,提升可以提升的指标。大学评价体系中,除了硬件资源外,学术评价指标具有可控性,可以通过增加各类基金项目数量、学术论文数量和专利数量来快速提升大学排名。学校管理政策导向和教师队伍精力的转移,造成了绩效考核中教学成果和科研成果之间的矛盾冲突,势必影响教学质量。本科教学工作审核评估虽然在一定程度上弥补了大学评价指标系统的不足,对教学短期的动态过程进行跟踪和评估,具有一定的促进作用,但其具有致命的缺陷,难以保证本科教学持续向好的方向发展。为了提升大学的综合实力,高校必须从政策顶层协调好教学和科研之间的关系,建立教学监督措施,以年轻教师为着眼点,制定长期发展战略,才能提高高校的综合实力。 A path for a university to upgrade its ranking is to make the top- level design for its rapid development on performance appraisal. Advantages of university resources can be pulled together to upgrade ranking indicators by analyzing the university evaluation system and university ranking indicators so as to quickly upgrade the university's ranking. In the university evaluation system,academic evaluation indicators are controllable besides hardware resources. Short- term effects of rapid upgrading the university ranking can be achieved by increasing the number of fund projects,published academic papers and patents. Conflicts between teaching and scientific researches result in the performance evaluation caused by the guidance of university management policies and the energy transference of teachers are certainly bound to affect the quality of teaching. Although it can to some extent make up for the weaknesses of the University Evaluation Indicator System which has played a certain role in tracking and evaluating the short- term dynamic process of teaching,the undergraduate teaching audit assessment has its fatal defects; that is,it is difficult for the system to guarantee its sustainable development of the undergraduate teaching. A university needs to coordinate the relationship between teaching and scientific research from the top- level policies,take teaching and supervision countermeasures and develop a long- term development strategy with the cultivation of young teachers as the focus to improve its overall strength.
