摘要
作为最先开展科研绩效评估的国家,英国高等教育拨款机构对大学已开展7轮科研绩效评估。随着基于绩效评级的拨款活动逐步制度化,拨款机构、大学和学者之间关系发生了深刻的变化。日趋复杂的评估系统与严重倾斜的资金配置结构,不仅强化了学科界限和学科精英的权威,而且导致大学管理更加集权化,对学术劳动的科层式控制也更为显著。由绩效评估所带来的规制力量及其内隐的"理性的自负",在一定程度上对于学术空间的持续扩展存在潜在的负面效应。
As the first country to carry out research performance assessment, English funding bodies; have launched seven rounds of research performance assessment on universities. As the gradual institutionalization of the performance-based funding, the relations between funding bodies, university and academics have seen a profound change. More complicated assessment and deeper differentiated funding allocation have, not only elevated the authority of discipline elites, but also strengthened the centralization of university management and hierarchical control of academic labor. The regulatory force towards performance and with it the rationality conceit has potential negative effects on sustainable expansion of academic space.
