摘要
实施区域协调发展战略是中国当前经济发展的重要议题,而公共教育支出、人力资本积累和经济增长的协调发展是地区经济良性循环发展的前提。中国31个省域单位在公共教育支出、人力资本积累和经济增长方面存在明显的空间异质性,定性和定量分析结果表明:东部地区公共教育支出存在一定的投入冗余,中部地区公共教育支出的经济增长贡献度高于东西部地区,同时人力资本的经济增长贡献度西部最高、东部较为正常、中部最低,而且中部地区的人力资本中介效应最低,表明中部人力资本外流情况严重,各省域单位在公共教育支出、人力资本积累和经济增长协调发展方面区域差异明显,各地区应该根据自身特点,采取相应措施,做好公共教育支出、人力资本和经济发展管理工作,以促进区域协调发展。
The implementation of a coordinated regional development strategy is an important issue in China’s current economic development, and the coordinated development of public education expenditure, human capital accumulation, and economic growth is the prerequisite for a virtuous circular development of the regional economy. There are obvious spatial heterogeneities in public education expenditure, human capital accumulation, and economic growth in 31 provinces in China. The results of qualitative and quantitative analysis show that there is a certain amount of redundant investment in public education expenditure in the eastern region, and economic growth in public education expenditure in the central region. The contribution rate is higher than that of the eastern and western regions. At the same time, the contribution of human capital per capita to economic growth is highest in the west, normal in the east, and lowest in the central region, and the intermediary effect of human capital per capita in the central region is the lowest. Regional differences in public education expenditure,human capital accumulation and coordinated development of economic growth are obvious. Each region should take its own characteristics and take corresponding measures to do a good job in managing public education expenditures, human capital and economic development to promote coordinated regional development.
