摘要
中国籍人员在中亚、南亚、东南亚等我国周边国家和地区的恐怖活动由来已久,特别是在2011年叙利亚内战后其呈现愈演愈烈的趋势,对我国及周边国家的安全、我国的海外利益以及国内外反恐怖工作等各方面产生持续威胁并带来新的挑战。对此,可从基于社会运动理论研究的政治机会结构、架构叙事、资源动员等方面来探讨其应对策略,主要包括:建立国际政治新秩序,提高各国治理能力;加强意识形态教育,建构并传播反恐怖主义架构叙事;强化境内外大数据情报工作,提升预测、预警及预防能力;加强国际执法合作,提升境外反恐能力;构建防回流、防外逃的防控网络,抵御和遏制恐怖风险于国门内外。
The terrorist activities of Chinese nationals in Central Asia,South Asia,Southeast Asia and other neighboring countries and regions have a long history,especially after the Syria civil war in 2011,which have brought new challenges and continuous threats to Chinese national security and our neighboring countries,our overseas interests,and domestic and foreign anti-terrorism works.Therefore,we should discuss anti-terrorism countermeasures from the aspects of political opportunity structure,structural narrative,and resource mobilization based on the social movement theory research,these mainly include:Firstly,establishing a new international political order,improving the governance capabilities of various countries.Secondly,strengthening ideological education,constructing and disseminating antiterrorism structural narratives.Thirdly,strengthening domestic and foreign big data intelligence works,improving predictive,early warning and prevention capabilities.Fourthly,strengthening international law enforcement cooperation,improving foreign anti-terrorism capabilities.Fifthly,constructing the prevention and control network to take precautions against terrorists backflow and escape,resisting and containing the risk of terrorist activities through national border and abroad.
