摘要
当前,恐怖活动犯罪呈现单边化发展趋势,美国、法国等西方国家已发生多起由少数人甚至是单人实施的单边型恐怖活动犯罪。单边型恐怖活动犯罪特征主要表现为犯罪行为主体去组织化、行为联系单向化、动机高度自觉化。由于单边型恐怖活动犯罪与传统严密组织型恐怖主义犯罪形态存在较大差别,美法等国的恐怖主义防治政策对此作出新的调整,其中的一些反恐做法值得我们关注和深思。
At present, the terrorist crimes have presented a trend of unilateral development,many unilateral terrorist activities crimes committed by only a few people or even one person which have occurred in the United States, France and other countries. The characteristics of unilateral terrorist activities crimes are mainly manifested in the disorganization of criminal subjects,the unidirectional connection of behaviors, and the high consciousness of motivations. Because of the big differences between the unilateral terrorist activities crimes and the traditional strictly organized terrorism crimes, the United States, France and other countries have made new adjustments in their terrorism prevention and control policies, and some of the anti-terrorism practices deserve our attention and reflection.
