摘要
在气候变化和高强度人类活动的双重影响下,跨境水资源分配已成为影响流域国关系的敏感因素。跨境水资源分配从博弈到共享模式跨越具有一定的通过现实性。通过剖析跨境水资源分配博弈案例,并从要素判断、义利观念、策略抉择、损益评估等方面进行深刻反思。基于习近平主席建立"命运共同体"的主张,提出了构建跨境河流"水安全命运共同体"的设想,并分析了其理念源起、理论基础和理想追求,从保障体制和运行机制等方面探究了相应的合作路径。
Under the dual influence of climate change and intensive human activities, how to allocate cross-border water resources has become a sensitive factor affecting the relations between countries alone the drainage basins. The transition of cross-border water resources allocation from gambling to sharing has certain reality. The article analyzes the allocation game cases and makes a deep consideration on factors judgment, righteousness concepts, strategic choice as well as profit and loss assessments. Based on the proposition of Chairman Xi Jinping to establish the ＂community of destiny＂ , this paper puts torward constructing cross-border river ＂water security community of destiny＂, expounds its idea origin, theoretical toundation and ideal pursuit, and explores its path of cooperation from the perspective of guarantee and operational mechanism.
