基于和谐性诊断的初始水权配置方法 被引量:11

摘要 针对流域初始水权分配极易引起流域上下游、左右岸之间的冲突,本文提出一种基于和谐性诊断的流域初始水权配置方法,力求化解这种冲突。首先对"流域初始水权和谐配置"进行界定;然后构建和谐性诊断方法,包括和谐性判别准则和不和谐性判别准则;最后,针对未通过和谐性诊断的初始水权配置方案,逆向追踪水权配置不和谐的区域,并构建多轮动态博弈模型,不断调整流域内各区域的水权配置方案,直到水权配置方案通过和谐性诊断为止。通过和谐性诊断的配置方案是各区域均能接受的配置方案,可以有效化解水权冲突,实现人水和谐、人人和谐。 To solve the problem that initial water right allocation is liable to the conflicts between upstream and downstream,left and right banks in the river basin,this paper proposes an initial water right allocation method based on harmony diagnosis.First,the definition of initial water right harmonious allocation is put forward.Then,the harmony diagnosis method is set up,which includes the harmony criterion and the disharmony criterion.Given a scheme of initial water rights allocation doesn't pass the harmony diagnosis,the inharmonious regions of are traced reversely,a multi-round dynamic game model is built,based on which the water right allocation scheme is adjusted until the new scheme passes the harmony diagnosis.The new scheme which passes the harmony diagnosis can be accepted by all regions and water rights conflicts can be eliminated.
