摘要
采用目标规划模型进行水权第二层次初始分配,将某地区在第一层次分配中获得的水权分配给环境、农业、工业等不同用水部门,建立了绝对约束、目标约束以及相应的目标函数,并将该模型应用于某地区水权第二层次的初始分配之中.
A model based on goal programming was developed for initial allocation of water rights of the second hierarchy. The water fights of an area obtained from the first hierarchy allocation were assigned to different water consumption depa_,~ents, including environment, agriculture, and industry. The absolute restraints and relative restraints were determined, and the objective functions corresponding to different restraints were derived. The feasibility of the model was demonstrated by its application to initial allocation of water rights of the second hierarchy in this area.
