摘要
随着国家系列"校长教师交流轮岗"政策的出台,我国西部边远地区县域已颁布文件并予以执行,但在执行过程中面临着缺乏配套资金支持,激励和补偿措施不力,教师对政策认同度低,教师轮岗意愿较低,政策在执行过程中被随意裁量等问题,致使政策执行陷入困境。建议配置轮岗专项资金,改革人事管理制度;搭建校方合作平台,健全政策运行机制;加大激励力度,构建具有梯度差异的激励和补偿机制;分层设定教师编制标准,合理配置教师资源;加大"本土师资"定向培养的力度。
With the promulgation of a series of policies of "principal and teacher exchange"in China,the counts in the western remote area of China have promulgated and implemented the documents.However,in the process of implementa- tion,problems are coming out such as the lack of supporting funds,ineffective incentive and compensation measures,teachers' low recognition of policies,low willingness of rotation of teachers,arbitrary discretion of policies in the execution.As a result,policy implementation is in a dilemma.The research suggest to allocate special funds for rotation and reform the teacher management system ;to set up a cooperation platform for schools and improve the operational mechanism of policies, to increase incentives and establish incentive and compensation mechanisms with gradient differences;to set the standard of teachers'establishment and allocate teachers'resources rationally,and strengthen the training of local teachers.
