摘要
区域规划是推进区域政府间协作的重要机制。由于区域规划的实践超前于区域规划的法制构建,区域规划面临着合法性危机,实施效果并不理想。揭示区域规划法治化现实困境,借鉴域外区域规划法治化的经验,提出我国区域规划法治化的可行路径,完善区域规划的法治化机制。
Regional planning is currently the important mechanism for pushing collaboration among regional governments. With the legislation falling behind the practice, regional planning faces embarrassment of validity , and the effect of regional planning＇s implementation is not perfect. To open out the practical trouble, to acquire the experience of foreign countries, to bring forward practicable way, to perfect the mechanism of Regional Planning＇s legislation, that＇s the substance of this paper.
