摘要
区域规划立法是我国全面建设小康社会和落实科学发展观的内在需要。区域规划立法的目的是为了规范区域规划的制定、实施和管理行为,确保区域规划决策的科学化、民主化和规范化。区域规划立法要充分体现以人为本和突出区域规划空间协调功能的基本精神。
Reginal Planning legislation is the need to build the well-off society and implements the needing inherently of scientific development view in an all-round way that regional planning legislates. The purpose of regional planning legislation is for standardizing the formulation, implementation and administration the behavior of regional planning, guarantee the scientific process , democratization and standardization of regional planning decision. Regional planning legislation fully reflects humancenteredness and stress＇ the regional planning space coordinates the basic spirit of the function.
