摘要
本文系统分析了量子调控与量子信息重点专项绩效评价的做法,提出绩效评价要注重目标性、整体性、长期性,科学选择评价要素,关注直接产出评价的同时,也应对长期效能和潜在影响进行后评估,评价指标设计应体现系统化的设计理念。
In this article,the performance evaluation for the national key plan of quantum controlling&quantum information is systematically analyzed.It is suggested that during the process of the evaluation,the aims,holistic and long term effect must be considered thoroughly.While the direct outcome of the projects is evaluated based on the scientific factors,long-term effectiveness and potential impact of post-assessment should be paid more attention.Evaluation factors should reflect the concept of a systematization design.
