摘要
科技项目是政府支持科技创新活动的重要方式,加强科技项目评估对于准确评价科技创新前景和成效,提高政府科技决策水平和科研单位创新组织效率越来越重要,也是当前科技管理部门亟待研究推动的一项重要任务。本文试图通过分析科技评估和科技项目评估的概念,疏理美国公共部门科技项目评估的主要做法,提出实现政府绩效评估和项目评估相结合的科技项目评估方式,以期为我国公共部门进行科技项目评估提供经验借鉴。
As an imperative task for the administration agency of science and technology, the evaluations of science and technology programs are increasingly important to accurately assess the prospect and effect of science and technology innovations, to improve the decision-makings of governments, and also to increase the organizing efficiency of research institutes. After an attempt to analyze the two concepts between science and technology evaluation and science and the Chinese public departments.
