摘要
产学研知识创新联盟是实施科技创新发展战略的重要途径,为创新成果的转移转化提供了直接的支持。联盟合作界面是由多个模块构成的运行系统,包括宏观、中观、微观三个运行子系统。宏观层面要对接顶层设计,中观层面要注重监督反馈,微观层面要注重交流共享。各个子系统都必须遵循整个界面系统的运行规则,坚持联盟的总目标,协同运行。联盟界面运行的起点在于模块结构的形成和准则的建立,实现目标的过程要伴随着动态机制的建设,推动知识的获取、创新、转移转化走向高端。
University-industry knowledge innovation alliance is an important way to implement science and technology innovation development strategy, provides direct support for the transfer of innovations. The alliance's interface is composed of several modules of the operating system, including macro, meso and micro-operation subsystem. Macroscopic level should pay attention to top-level design, medium level should pay attention to supervision and feedback, and micro level should pay attention to knowledge integration and information fusion. Each subsystem must follow the entire system operation rules, adhere to the union' s overall objective, work together. Formation of modular structure and establishment of guideline are the beginning of the union' s operation, achieving the goal should be accompanied by the construction process of a dynamic mechanism, promote acquisition of knowledge, innovation, transference and transformation to high-end.
