摘要
依托企业建设国家重点实验室是推进以企业为主体的技术创新体系建设的一项重要措施。本文对企业国家重点实验室建设的总体布局和建设成效进行了分析总结,并提出了企业国家重点实验室的进一步发展对策。研究显示:企业国家重点实验室建设总体布局基本体现了创新与技术辐射能力强的企业优先、创新联盟试点跟进、国有企业与民营企业并举,重视科研基础的同时兼顾欠发达地区的态势。其建设和发展已经取得了良好的社会效益,在推动行业发展上起到了重要的作用。并建议:从强化政府与企业创新伙伴关系、实验室布局、国家公共资源配置以及开放式研发平台建设等方面,企业国家重点实验室应进一步完善机制。
As one of major strategies for improving technologi-cal innovation system based on enterprises, establishing the State Key Laboratory in industry has made a posi-tively social influence since its importance revealed in promoting industry development. It mainly insists prin-ciple on preliminary establishing in those industries con-taining advanced technology and social influence, in the union of innovating industries, and also in private enter-prises equally with in state enterprises. Meanwhile, the State Key Laboratory was established on remote districts besides on the advanced area of research. Otherwise es-tablishing laboratory in industry should proving the ad-ministration mechanism on the relationship between gov-ernment and industry, layout of establishing, general resources allocation and opening as a public research base.
