摘要
各国政府由于经济、科技发展的历史背景、资源条件、发展水平、发展目标、外部环境的不同,因此在国家创新体系中的作用方式不尽相同,各具特色。本文简介美、日等国政府在国家创新体系中作用方式的特色,并由此得出几点关于当前我国政府在创新体系建设中急需加强作用的启示。
The function modes of different governments in the national innovation system are very different and distinctive because of the historical backgrounds, resources, exterior environments, development levels and goals in the development of economy, science and technology. Firstly this article introduces the features of function of the state government such as the United States and Japan in the national innovation system. Then it elicits some revelations about how Chinese government strengthens its function in the innovation system in the changing environment.
